Site Manager A rare opportunity to join RSPCA WA as our Site Manager This position is responsible for the maintenance and development of facilities and services at all RSPCA sites in WA. This role sits within the Shared Services arm of the RSPCA WA which includes Information Technology, systems, Risk & Compliance, Finance and Payroll, People, Safety & Culture, and Facilities & Services Management. The aim of the Site Manager role is to coordinate the maintenance, improvement, construction and development of the organisation’s buildings, facilities, services and grounds. The role develops and implements improvements in RSPCA WA’s operations, consistent with best practice environmental management and sustainable development. The Site manager role is a leadership position to provide oversight and needs to be fit and able to walk the site, inspect work area’s and move around the facility as needed for safety and operational supervision. Responsibilities Site Management Initiate and implement improvements in the RSPCA WA grounds consistent with best practice environmental management and sustainable development, including energy audits and management plans. Effectively manage the provision of services for construction, maintenance and repair of RSPCA facilities, including electrical, carpentry and other trade and non-trade areas and ensure adherence to building codes, legislative requirements and best practice guidelines. Management of the facility’s contractual arrangements, including liaison with suppliers and contractors for the supply of goods/services (e.g. cleaning contractors, plumbing services). Conduct site inspections of all contractor work to ensure the work complies with the scope provided and has met required standards Develop and implement asset management plans for RSPCA facilities, including preventative maintenance plans and safety testing plans (e.g. Sprinkler system). Participate in site planning management and long-term fit for purpose modelling. Out of hours’ response or coordination of a contractor to resolve urgent/critical facilities incidents (i.e. burst water pipe). Responsible for all contractor safety when they are on-site, ensuring they are adhering to correct processes. Fire safety & building compliance oversight and ongoing maintenance. Project Management Manage all capital projects, including planning and costing. Liaise with contractors, architects, builders and council for all capital projects, ensuring timelines are adhered to and quality of workmanship is obtained. Source and provide detailed advice and reports on design and cost of capital and maintenance projects consistent with RSPCA planning processes, including responsibility for monitoring budgets. Provide input into grant development and scope for budget considerations and costing.Support for resolving IT or phone system issues. Security First point of contact, for instances where there is a security issue or breach (i.e.: the front gate jams open or closed or there is a site security issue), both inside and outside of business hours. Attendance on site to resolve issues or coordination of someone who can. Coordination of CCTV including reviewing of footage when an incident occurs. Coordination and maintenance of the alarm system, including issuing access fobs/codes for employees and volunteers. Responsible for the supervision of security requirements at all sites and ensuring these are working correctly/fit for purpose. Fleet management Oversee the management of the organisation’s vehicle fleet to ensure availability, safety, and operational efficiency across all departments, including Inspectors, Shelter, Community Outreach and Administration. Implement and manage the vehicle replacement program, including assessment of asset age, lifecycle costing, operational needs and budget considerations. Respond promptly to any safety-related vehicle defects, ensuring issues are addressed, recorded and resolved within required timeframes. Respond to instances of vehicle accidents for the purposes of recovery and repair. Ensure service scheduling is tracked and maintained. General administration duties Management of all day-to-day administrative tasks, including responding to general related queries, managing the timely and accurate communication and action of maintenance requests. Assist with managing on-site safety risks, including identifying hazards and ensuring relevant people are working in accordance with safe work practices. Comply with workplace policies and procedures, including Occupational Safety and Health and Equal Opportunity legislation. Plan, maintain and review effective personal performance plans for self and for subordinates in conjunction with the Line Manager and enable the achievement of agreed outcomes. Ensure behaviour is always in line with the code of conduct and values. Any other general duties as requested. Selection Criteria Essential: Experience managing facilities, grounds, maintenance, and contractors. Knowledge of building maintenance, compliance, and asset management practices. Experience coordinating preventative maintenance programs and capital works projects. Strong communication and leadership skills. Experience leading teams and fostering a positive, high-performing work environment. A commitment to safety, sustainability, and continuous improvement. Desirable: Trade qualification or hands-on trade experience. Experience in workplace safety, risk management, or emergency management.
